# How to read HDB resale transaction data before making an offer

A single sale is only a data point. Use recent transactions that are genuinely comparable before making an offer.

## Five comparability checks

1. Flat type and size.
2. Street and nearby blocks.
3. Storey range, orientation and outlook.
4. Remaining lease.
5. Recency of the transaction.

PSF is a useful normaliser after these checks, not a verdict on its own. Build a range, explain outliers, and avoid treating the highest recent PSF as the only benchmark.

## Valuation and COV

For HDB resale, the buyer and seller agree on price before the buyer submits a Request for Value after receiving the Option to Purchase. Where a valuation is relevant to loan or CPF use, a price above valuation can create cash-over-valuation exposure. Keep that cash requirement separate from the headline price.
